The author describes and analyses all aspects of personnel management on the example of The Caribbean and Latin America еmbassies in Moscow. The author examines diverse functions of diplomatic officers and civil personnel. In addition, the author evaluates the problems concerning rating of the results obtained by the diplomatic missions.
