Профессиональная этика полицейских в Испании, Италии и России: значение патриотизма и служения Отечеству

В статье подробно анализируется профессиональная этика полицейских сил в Испании, Италии и России, с особым вниманием к роли патриотизма и служения Отечеству. Рассмотрены исторические, правовые и культурные аспекты, повлиявшие на формирование этических норм в правоохранительных органах этих стран, а также значение патриотизма как важного элемента подготовки полицейских кадров. В Испании патриотизм является неотъемлемой частью воспитания сотрудников Национальной полиции и Гражданской гвардии, что укрепляет их преданность государственным интересам. В Италии полицейские, начиная с клятвы на верность Республике, учатся пониманию своей роли в защите демократических ценностей и общественного порядка. В России патриотизм исторически занимает центральное место в профессиональной этике сотрудников органов внутренних дел, что закреплено в нормативных актах и учебных программах МВД. В статье также приведены примеры патриотических программ в правоохранительных органах этих стран и предлагаются пути их адаптации в российской практике для улучшения подготовки кадров и укрепления их моральных и профессиональных качеств.

The article provides a detailed analysis of the professional ethics of police forces in Spain, Italy and Russia, with particular attention to the role of patriotism and service to the Fatherland. The article examines the historical, legal and cultural aspects that influenced the formation of ethical norms in law enforcement agencies of these countries, as well as the importance of patriotism as an important element of police training. In Spain, patriotism is an integral part of the education of the National Police and the Civil Guard, which strengthens their loyalty to the interests of the state. In Italy, police officers, starting with the oath of allegiance to the Republic, learn to understand their role in the protection of democratic values and public order. In Russia, patriotism has historically occupied a central place in the professional ethics of employees of the internal affairs agencies, which is enshrined in the regulations and training programs of the Ministry of Internal Affairs. The article also provides examples of patriotic programs in law enforcement agencies of these countries and suggests ways to adapt them to Russian practice to improve the training of personnel and strengthen their moral and professional qualities.
