Образовательная политика России в рамках БРИКС: стратегии, приоритеты и перспективы сотрудничества

В статье авторы комплексно анализировали образовательную политику России в рамках БРИКС, охватывающий нормативно-правовые основы, институциональные механизмы и практические аспекты сотрудничества. Исследование раскрывает эволюцию взаимодействия стран БРИКС в сфере образования - от первых деклараций о намерениях до создания полноценных сетевых структуры, таких как Сетевой университет БРИКС и Лига университетов БРИКС. Особое внимание уделено нормативной базе российского образования, включая Конституцию РФ, федеральные законы и ведомственные акты, регулирующие международное сотрудничество. Автор подробно рассматривает систему образовательных программ в России, отмечая переход от Болонской системы к национальной модели высшего образования, а также внедрение инновационных форматов обучения, включая дистанционные технологии. Ключевой раздел статьи посвящен институциональному развитию образовательного сотрудничества в рамках БРИКС. Авторы анализировали основные документы саммитов за период с 2009 по 2024 гг., выделяются этапы формирования совместных образовательных инициатив. Подробно рассматривается процесс создания и функционирования Сетевого университета БРИКС как флагманского проекта академической интеграции, включая его организационную структуру, направления деятельности и проблемы развития. Также в статье исследуется роль России в образовательных проектах БРИКС, в частности ее инициатива по созданию Сетевого университета и участие в совместных исследовательских программах. Авторы приводили статистические данные по количеству передерживаемых проектов и участвующих организаций, подчеркивая лидирующую позицию России в научно-образовательном сотрудничестве объединения. Исследование основано на анализе официальных документов, статистических данных и материалов саммитов БРИКС. Результаты представляют ценность для понимания стратегии России в области международного образовательного сотрудничества и перспектив формирования единого образовательного пространства БРИКС.

In the article, the authors comprehensively analyzed the educational policy of Russia within the BRICS, covering the regulatory framework, institutional mechanisms and practical aspects of cooperation. The study reveals the evolution of interaction between the BRICS countries in the field of education - from the first declarations of intent to the creation of full-fledged network structures, such as the BRICS Network University and the BRICS University League. Particular attention is paid to the regulatory framework of Russian education, including the Constitution of the Russian Federation, federal laws and departmental acts governing international cooperation. The author examines in detail the system of educational programs in Russia, noting the transition from the Bologna system to the national model of higher education, as well as the introduction of innovative learning formats, including distance technologies. The key section of the article is devoted to the institutional development of educational cooperation within the BRICS. The authors analyzed the main documents of the summits for the period from 2009 to 2024, highlighting the stages of formation of joint educational initiatives. The process of creation and functioning of the BRICS Network University as a flagship project of academic integration is considered in detail, including its organizational structure, areas of activity and development problems. The article also examines the role of Russia in BRICS educational projects, in particular its initiative to create the Network University and participation in joint research programs. The authors provided statistical data on the number of supported projects and participating organizations, emphasizing the leading position of Russia in the scientific and educational cooperation of the association. The study is based on the analysis of official documents, statistical data and materials of the BRICS summits. The results are valuable for understanding Russia’s strategy in the field of international educational cooperation and the prospects for the formation of a single BRICS educational space.
