The research examines how Russia can deepen cooperation with China and the Asia–Pacific region while strengthening economic development in the Far East and the Novosibirsk Region in the context of globalization and geopolitical tensions. The research evaluates the resource base, industrial structure, scientific research potential, and policy environment of the two regions and summarizes the key factors affecting the region’s innovation potential. The authors reveal how the Sino-Russian economic cooperation under the Belt and Road Initiative promotes the multi-dimensional strategy of regional innovation and development through the dynamics of international cooperation. Through a comprehensive approach that integrates qualitative analysis with quantitative data, this research will propose a series of targeted policy recommendations and action plans aimed at stimulating entrepreneurial vitality and attracting external investment and technology. Despite challenges (e.g., insufficient funding, weak corporate innovation capabilities, and a complex political and economic environment), the potential for transitioning from resource dependence to innovation-driven development can be explored.
