The change in the technological paradigm and the transformation of national economic structures contribute to the economic and structural crisis. In this context, nations with advanced technologies and highly skilled workforces aim to secure leadership positions. Others risk being relegated to roles as industrial or raw material suppliers. Against this backdrop, the research aims to identify tools that can facilitate technological exchange and enable Russia and other BRICS countries to secure a prominent role in the emerging integrated global economic paradigm despite the challenges posed by sanctions. The authors employ methods of collection, analysis, and synthesis of works by economists specializing in technology transfer, economic security, and technology broker management. The dependence on foreign technology poses a danger to the sovereignty and national security of the country. Thus, domestic R&D is a condition for the country’s survival. The review of international experience demonstrated that military and civilian R&D collaboration can be the first tool to stimulate innovation and human capital development through the technological broker. The research substantiates the rationale for organizing a technology broker as a digital platform for technological exchange within the BRICS group. The authors developed an effective scheme for technology exchange through a technology broker, even under sanctions. The findings demonstrate that both forms of technology brokers can facilitate technological exchange, positioning BRICS countries as key players in the emerging economic order and contributing to creating a multipolar world. © 2025 Elsevier B.V., All rights reserved.
