Проблемы производственных взаимоотношений между оборонными предприятиями в 1941-1943 годах (на материалах танкостроительных заводов Горьковской области)

Начальный период Великой Отечественной войны характеризуется освоением новых видов военной продукции и технологий на оборонных заводах. Однако нарушение имевшихся кооперативных производственных связей породило ряд новых проблем производственного, социального и коммуникационного характера. Особенно обострились взаимоотношения между предприятиями Горьковской области, выпускавшими бронетанковое вооружение. Рассекречивание архивных фондов, особенно фондов партийных организаций, дает богатые возможности для исследования данной проблемы. Наибольший интерес представляют документы отдела танковой промышленности Горьковского обкома ВКП(б), в частности переписка заводских партийных комитетов с этим отделом, протоколы заседаний парткомов и партбюро предприятий, годовые отчеты заводов и пояснительных (объяснительных) записок к ним. Из них видно, что проблемы возникали между заводами, относящимся к разным ведомствам, но одним и тем же наркоматам. Существовали противоречия между представителями военной приемки на заводах и их администрацией. Разработка проблемы представляется перспективной как в научном плане, так и в плане использования этого опыта в экономике России в условиях санкций Запада против нашей страны. В настоящей статье в порядке постановки проблемы сделана попытка рассмотреть данные вопросы в 1941-1943 годах на примере танкостроительных заводов Горьковской области.

The initial period of the Great Patriotic War was characterized by the development of new types of military products and technologies at defense factories. However, the disruption of existing cooperative industrial relations has given rise to a number of new problems of an industrial, social and communication nature. The relationship between the enterprises of the Gorky region, which produced armored weapons, was particularly aggravated. Declassification of archival funds, especially of party organizations, provides rich opportunities for research on this problem. There is the greatest interest in documents from the tank industry department of the All-Union Communist Party (Bolsheviks)'s Gorky Regional Committee - in particular, correspondence of factory party committees with this department, minutes of meetings of party committees and party bureaus of enterprises, annual reports of factories and explanatory notes to them. It can be seen from them that problems arose between factories belong to different departments, but the same People's commissariats. There were contradictions between representatives of the military standardization at the factories and the administration. The researching seems promising both for science and for using this experience in the Russian economy in the context of contemporary Western sanctions against our country. In this article, in order to pose the problem, an attempt is made to consider these issues in 1941-1943 on the example of tank-building plants in the Gorky region.
