Основы привлечения финансовых ресурсов организациями для создания продукции в целях обеспечения технологического суверенитета Российской Федерации

В данной статье рассмотрены финансовые факторы, влияющие на реализацию государственной концепции технологического развития РФ на период до 2030 г. В период санкций и проведения СВО только мобилизация всех видов ресурсов позволит выработать и реализовать данную концепцию на основе программы глубокой модернизации экономики и экономических отношений на основе приоритета государственных интересов и программ над частными. Важнейшей составляющей реализации концепции являются вопросы финансирования модернизации и технического перевооружения ключевых отраслей промышленности. Проанализированы возможные источники привлечения инвестиционного капитала в сочетании с прогосударственной бюджетной политикой в технологическое развитие и модернизацию. Рассмотрены основные направления развития и модернизации финансового потенциала национальной экономики.

This article examines the financial factors that will shape the implementation of the Russian Federation's state-led technology development strategy up to 2030. In the context of sanctions and a special military operation, the mobilization of all types of resources is the only viable avenue for developing and implementing this concept. This must be done on the basis of a program of deep modernization of the economy and economic relations, with the priority of public interests and programs taking precedence over private ones. The most crucial element of the implementation of the concept is the financing of modernization and technical re-equipment of pivotal industries. The article examines potential avenues for the attraction of investment capital in conjunction with a pro-government budgetary policy that supports technological development and modernization. The primary avenues for the advancement and modernization of the financial potential of the national economy are considered.
