ON THE ROLE OF LOCAL GOVERNANCE FOR COMMUNITY INTEGRATION OF NORTH KOREAN DEFECTORS IN SOUTH KOREA

This article provides a brief overview of the system of social and economic integration of North Korean refugees in South Korea. In the first place, integration activities are carried out by local authorities and the local community. The problem of structuring the institutions of assistance to refugees is relevant for any country in the world in connection with the rather frequent interstate conflicts and the self-determination of individual peoples. Possible options for improving the integration system are proposed. A distinction has been established between government and governance.
