ЗАРУБЕЖНЫЙ ОПЫТ ОРГАНИЗАЦИИ МЕСТНОГО САМОУПРАВЛЕНИЯ НА ПРИМЕРЕ КОНТИНЕНТАЛЬНОЙ МОДЕЛИ ВО ФРАНЦУЗСКОЙ РЕСПУБЛИКЕ

В статье исследуется зарубежный опыт местного управления на примере континентальной модели. Выявлены особенности континентальной модели местного самоуправления в организации государственного управления во Французской Республике. Определяются место муниципального управления в системе публичной власти страны и порядок распределения полномочий органов государственной власти и муниципалитетов. Актуальность черт французского подхода в практической реализации континентальной модели определяется нарастающим политическим кризисом во Франции. От того, какую роль займут муниципалитеты в противостоянии между центральной властью и народными массами, будет зависеть эффективность принципов и дальнейших тенденций развития местного самоуправления. В связи с этим анализируется значение местного уровня в политической системе Франции, переживающей народный бунт против инициируемой пенсионной реформы.

The article examines the foreign experience of local government on the example of the continental model. The features of the continental model of local self-government in the organization of public administration in the French Republic are revealed. The place of municipal administration in the system of public power of the country and the procedure for the distribution of powers of state authorities and municipalities are determined. The relevance of the features of the French approach in the practical implementation of the continental model is determined by the growing political crisis in France. The role of municipalities in the confrontation between the central government and the masses will determine the effectiveness of the principles and further trends in the development of local self-government. In this regard, the importance of the local level in the political system of France, which is experiencing a popular revolt against the initiated pension reform, is analyzed.
