The Sovereignty of the State-Members of the European Union and Principal Causes of a Failure of the Treaty Establishing a Constitution of Europe

The article is devoted to the problem of the abrogation of the Treaty establishing a Constitution for Europe. Main attention is given to national participation in Community policy-making. All general trends in the activities of the EU in last decade are shown in the article.
