The rapid development of civil engineering in China faces unprecedented challenges due to the impact of COVID-19 and stringent government policies, leading to significant difficulties in various aspects of civil engineering projects. In the face of the COVID-19 pandemic, the Chinese government implemented rigorous measures, such as free and swift testing, governmentcovered medical expenses, and nationwide efforts to control the virus's spread. However, the civil engineering sector encountered seven key challenges: a shortage of workforce, operational difficulties, cost management issues, influence on need assessment, impact on system design, monitoring challenges, and increased reliance on temporary plans. This essay analyzes the multifaceted impact of COVID-19 on civil engineering in China, seeking to provide insights and solutions for navigating similar challenges under strict policies. How does COVID-19 and stringent government policies affect various facets of civil engineering in China, and what strategies can be derived from this experience for future challenges? Throughout this analysis, civil engineering terms and the impact of COVID-19 are explained to facilitate comprehension, ensuring clarity for a broader academic audience. The essay employs a qualitative approach, drawing insights from Huo's observations and incorporating specific examples, such as the regulations in Hangzhou, to illustrate the challenges faced by the civil engineering sector during the pandemic. The findings highlight a series of challenges, including a severe shortage of labor, operational hindrances, increased cost management difficulties, compromised need assessments, impeded system design, monitoring complications, and elevated end-of-life costs for temporary facilities. The study concludes that COVID-19 significantly affects civil engineering in China. While presenting challenges, it also offers valuable lessons and potential solutions for future crises. Acknowledging the impact of social and economic factors on civil engineering projects is crucial for effective planning and execution.
