МАШИНОСТРОЕНИЕ В РОССИИ: ДИНАМИКА И ИННОВАЦИОННЫЕ ПРИОРИТЕТЫ В ЭПОХУ ИМПОРТОЗАМЕЩЕНИЯ (ФОКУС НА РЕГИОНАЛЬНЫЕ ПРАКТИКИ)

В данной статье анализируется актуальное экономическое состояние, учитывая ограничения на импорт товаров, оборудования и технологий. Подчёркивается критическая важность развития национального машиностроения в аспекте производства высокотехнологичного оборудования, а также формирования мощного инновационно-технологического потенциала на основе предприятий, специализирующихся на выпуске современного машинного оборудования и разработке передовых технологий. Исследована динамика развития машиностроительной отрасли в одном из промышленно развитых регионов - Московской области. Обнаружено, что в настоящее время основную долю поставок машин и оборудования на внутреннем рынке осуществляют предприятия отечественной промышленности, чьи производственные возможности в отдельных сегментах достигают предельных значений. В связи с этим крайне важно значительно увеличить объёмы инвестиций для модернизации основных производственных активов. Расширение производства инновационного и высокотехнологичного оборудования требует интенсивных капитальных вложений и значительных временных ресурсов, даже при условии финансирования из средств федерального бюджета. Факторами, сдерживающими инвестиционную активность предприятий, являются слабая экономическая отдача от производства и волатильность внешней экономической среды. Стратегическим приоритетом должна стать разработка и внедрение инновационного оборудования, которое отвечает текущим требованиям развития промышленности на инновационной основе.

This article analyzes the current economic situation, taking into account restrictions on the import of goods, equipment and technologies. The critical importance of the development of national machine building in the aspect of the production of high-tech equipment, as well as the formation of a powerful innovation and technological potential based on enterprises specializing in the production of modern machinery and the development of advanced technologies is emphasized. The dynamics of the development of the machine-building industry in one of the industrially developed regions, the Moscow region, is studied. It has been found that currently the main share of supplies of machinery and equipment in the domestic market is carried out by enterprises of the domestic industry, whose production capabilities in certain segments reach marginal values. In this regard, it is extremely important to significantly increase the volume of investments for the modernization of the main production assets. Expanding the production of innovative and high-tech equipment requires intensive capital investments and significant time resources, even if funded from the federal budget. Factors constraining the investment activity of enterprises are weak economic returns from production and the volatility of the external economic environment. A strategic priority should be the development and implementation of innovative equipment that meets the current requirements for the development of industry on an innovative basis.
