The problems of the environmental safety strategy implementation are considered. It is emphasized that the most important goals of environmental safety should be the protection of human life, health and living conditions. The differences in environmental hazard assessment using MPC (maximum permissible concentrations) and risk assessment are analyzed. It is proved that the methodology of risk assessment allows much better interpretation of the results of environmental analysis, and can become a useful tool for decision makers. © 2019 Xinan Jiaotong Daxue Xuebao/Journal of Southwest Jiaotong University.
