The research focuses on developing an approach for managing the sustainable development of regional business in the fuel and energy complex 4.0 and providing recommendations for transitioning Russian regions to a new quality of digital economic growth. The author uses regression analysis to determine the impact of management factors on the sustainable development of regional business in the fuel and energy complex 4.0 on the quality of digital economic growth in Russian regions. An economic-mathematical model was constructed based on the progressive experience of the top 15 Russian regions with the highest quality of economic growth in 2023. The theoretical significance of the model lies in its revelation of the causal relationships affecting the changes in the quality of digital economic growth in the Russian regions. The primary result is the development of an approach to managing the sustainable development of regional business in the fuel and energy complex 4.0. In line with this approach, the author provides recommendations for improving sustainable development management in regional business in the fuel and energy complex 4.0. The practical significance of the research results is that the revealed perspective on the transition of Russia’s regions to a new quality of digital economic growth by 2030 enhances predictability and allows for improvements in the practice of planning and forecasting changes in the quality of digital economic growth in Russian regions.
