This research is devoted to the identification of the role of cultural inclusiveness of universities in view of the development of the international higher education market, increase in the problem of intercultural communications, and support for cultural inclusiveness in higher education institutions. Problems of international higher education are presented from the position of a combination of several approaches, including the economic concept of educational services’ export, the theory of social interaction from the position of development and use of soft power, and the pedagogical and cultural vision of the problem of universities’ cultural inclusiveness under the conditions of an increase in the number of foreign students. The main conclusions are made on the basis of the use of the methods of dialectics and critical analysis, observation and generalisation, and graphical method and modelling. This research dwells on the theoretical aspects of the development of international higher education and determines the role of Russian universities in it, as well as characterises the topicality of the problem of a multicultural environment and the necessity for the development of cultural inclusiveness in higher education institutions in the conditions of an increase in the number of foreign students. To solve the revealed problems, the model of cultural inclusiveness of universities that work in the sphere of international education is proposed. © 2025 Elsevier B.V., All rights reserved.
