Towards a Digital Inclusive Future: Expanding Russian-Latin American and Caribbean Collaboration in Digital Technologies

The research aims to identify the main directions for expanding cooperation in the field of digital technologies (DT) between Russia and Latin American and the Caribbean (LAC) countries as an opportunity to overcome the digital divide. During the research, the authors applied general scientific methods of analysis, synthesis, statistical methods, generalization methods, and several others. The authors revealed that the presence of Russian information technology (IT) companies in the markets of LAC is insignificant. To a greater extent, Russian companies implement their projects in Brazil, as well as, although to a lesser extent, in Mexico, Argentina, Peru, Uruguay, and Chile. The greatest demand for Russian products in the field of DT is observed in the cybersecurity segment and in the sector of digitalization of public services. Russian IT companies faced challenges when entering LAC markets. These challenges include unclear regulations, uneven technological development, pressure from the USA, the risk of sanctions due to increasing tensions, a lack of skilled personnel, and economic and political instability in the region. To succeed, they required a strategy tailored to the specific needs of each country and the complexities of the regional environment. The authors concluded that Russian-LAC cooperation in the field of DT has significant potential for further development. The authors proposed the main directions for expanding Russian-LAC cooperation in this area. © 2025 Elsevier B.V., All rights reserved.
