Право государств БРИКС: организационно-правовые основы таможенного регулирования в ЮАР

Переориентация внешнеторговой политики Российской Федерации приводит к активизации экономических контактов на новых направлениях. ЮАР находится на перекрестке сразу двух таких направлений - БРИКС и Африка. В статье система таможенно-правового регулирования в ЮАР представлена двумя взаимодействующими подсистемами - правом Южноафриканского таможенного союза (SACU), участником которого ЮАР является с 1910 г., и национальным таможенным законодательством ЮАР. Показаны основы таможеннотарифного регулирования SACU, принципы распределения таможенных доходов между государствами, участвующими в таможенном союзе, а также национальная составляющая таможенного регулирования - источники таможенного права ЮАР и таможенные органы после реформы фискальной администрации 1997 г.

The reorientation of the foreign trade policy of the Russian Federation leads to the intensification of economic contacts in new directions. South Africa is at the crossroads of two such directions at once - BRICS and Africa. In the article, the system of customs and legal regulation in Republic of South Africa is represented by two interacting subsystems - the law of the South African Customs Union (SACU), of which South Africa has been a member since 1910, and the national customs legislation of Republic of South Africa. The basics of SACU customs and tariff regulation, the principles of distribution of customs revenues between the states participating in the customs union, as well as the national component of customs regulation - the sources of Republic of South African customs law and customs authorities after the reform of the fiscal administration in 1997 are shown.
